Thanks for your feedback. I successfully went through both options 1 after following the instructions for adding the group policy options and 2, but with no luck. The speed tests are showing download speeds around Mbps and uploads in the Mbps range. This problem seems to have started a couple of days ago after installing the most recent Windows OS update. Any other suggestions? We have NorthState for Internet service and the guy came out this morning to make sure there was no problem on their end.

Although there is no internet connection speed issue on other mobile devices and computers connected to the same modem, the internet download speed is 2 Mbps and the upload speed is 9 Mbps on my computer. I've tried the most common solutions suggested on Microsoft's site and other sites on the subject.
None of them worked out. I reinstalled Windows 10 by protecting the files and programs on my computer, but there was no solution. I also shut down all non-Windows applications and services that started automatically when the computer was booted, again, there was no solution.
